Defines Seedlings. Clarifies "seedlings" as NOT "plant" and, therefore, allows any number. (see changed text, 306.3)

Also, for reference, see these Issues . . . New, more realistic, Cats. Establishes new categories for Plant Limits - 7 full plants w/ continuous harvest (single or multiple gardens) and 28 plants w/ 1 harvest a year - with waiver of the affirmative defense. NOTE: Affirmative defense waiver just for that CardHolder in that Case! (see changed text, 306.1)
Plant Limits. Issues with plant limits in general - clarifying plant types (mature -v- immature) or eliminating certain criteria altogether.
Medicine availability. Maxmize actual, available medicine - whether adjustments to Definitions to exclude non-medical quality vegitive matter, new catagories and / or to Plant Limits -or- Harvested Amount allowed numbers.
