Japan - Information Japan >> Background: Map of Japan Japan (Japanese: Nihon or Nippon; formally Nippon-koku or Nihon-koku, literally the State of Japan) is an island nation in East Asia. Located in the Pacific Ocean, it lies to the east of the Sea of Japan, China, North Korea, South Korea and Russia, stretching from the Sea of Okhotsk in the north to the East China Sea and Taiwan in the south. The characters that make up Japan's name mean "sun-origin", which is why Japan is sometimes referred to as the "Land of the Rising Sun". Japan is an archipelago of 6,852 islands. The four largest islands are Honsh?, Hokkaid?, Ky?sh? and Shikoku, together accounting for ninety-seven percent of Japan's land area. Japan has the world's tenth-largest population, with over 127 million people. The Greater Tokyo Area, which includes the de facto capital city of Tokyo and several surrounding prefectures, is the largest metropolitan area in the world, with over 30 million residents.

Archaeological research indicates that people lived in Japan as early as the Upper Paleolithic period. The first written mention of Japan is in Chinese history texts from the 1st century AD. Influence from other nations followed by long periods of isolation has characterized Japan's history. In the late 19th and early 20th centuries, victory in the First Sino-Japanese War, the Russo-Japanese War and World War I allowed Japan to expand its empire during a period of increasing militarism. The Second Sino-Japanese War of 1937 expanded into part of World War II in 1941, which came to an end in 1945 following the atomic bombings of Hiroshima and Nagasaki. Since adopting its revised constitution in 1947, Japan has maintained a unitary constitutional monarchy with an emperor and an elected parliament called the Diet. A major economic power,[2] Japan has the world's third-largest economy by nominal GDP and fourth-largest economy by purchasing power parity. It is also the world's fourth-largest exporter and fourth-largest importer. Although Japan has officially renounced its right to declare war, it maintains a modern military force in self-defense and peacekeeping roles. After Singapore, Japan has the lowest homicide rate (including attempted homicide) in the world.[10] According to both UN and WHO estimates, Japan has the longest life expectancy of any country in the world. According to the UN, it has the third lowest infant mortality rate.[11][12]

Japan - Resource, Org; local CANNABIS SITUATION AROUND THE WORLD | In France it is called Chanvre; in Spain Cáñamo' in Russia Konoplya; in China Tal Ma; in Hungary Kender. It has many other names. Cannabis is illegal almost everywhere. In many countries there is what appears to be decriminalisation for personal possession of small amounts, but this is largely due to the ineffectiveness of the law and the inability of the police to cope. Nevertheless you can be arrested for small amounts, even on suspicion, and will be fined or imprisoned for selling, almost everywhere. Some countries even KILL people for it.

JAPAN | Although criminalised in Japan by the post World War II occupying US administration in 1948, marijuana never completely went away. Successive US-friendly Japanese governments have demonised marijuana, describing all use of marijuana as "drug abuse" and claiming that cannabis use can cause mental illness, mood swings, hallucinations and threats of violence to others. Most people in Japan believe that marijuana is a narcotic and are unaware that this same "dangerous" substance is the familiar crop that has been growing all over Japan for over 2,000 years. Every year in Japan, over a million wild cannabis plants are destroyed by narcotics agents. Cannabis was for centuries part of Japan's culture and was used for everyday fibres and fabrics as well as for sacred rituals.

To this day, the Emperor wears hemp clothes on some religious occasions. Possession of cannabis can bring prison sentences of up to 5 years and cultivating or trading in cannabis can bring prison sentences of up to 7 years. (Most arrests for possession for personal use result in suspended sentences which are strictly imposed in the event of re-arrest.) In 1995, 1,555 people were arrested under the Cannabis Control Act, a drop from the previous year's figure of 2,103. The falling number of arrests is likely a reflection of the police focussing on the widespread use (by injection) of amphetamines.

There has been a growing re-legalisation movement since the early 1970s. Hemp stores around Japan are doing a good trade in hemp products and smoking paraphernalia, spreading more balanced information on the value of the marijuana plant and the harm caused by prohibition. The medical marijuana movement is beginning to bloom there, too. International law

Marijuana is in Schedule IV of the Single Convention on Narcotic Drugs, making it subject to special restrictions. Article 2 provides for the following, in reference to Schedule IV drugs:

    A Party shall, if in its opinion the prevailing conditions in its country render it the most appropriate means of protecting the public health and welfare, prohibit the production, manufacture, export and import of, trade in, possession or use of any such drug except for amounts which may be necessary for medical and scientific research only, including clinical trials therewith to be conducted under or subject to the direct supervision and control of the Party.

This provision, while apparently providing for the limitation of marijuana to research purposes only, also seems to allow some latitude for nations to make their own judgments. The official Commentary on the Single Convention indicates that Parties are expected to make that judgment in good faith. Japan - Resource, Org; local - CANNABIST We are CANNABIST, a non-profit citizen activist organization located here in Tokyo, calling for decriminalization of personal use of cannabis in Japan. The recent worldwide public debates over the policies related to cannabis has been gaining momentum in support of decriminalization, backed by scientific evidence and viewpoints of human rights. CANNABIST consists of 3000 members unified by a shared desire to bring an end to the widespread general misunderstanding among the Japanese public regarding the risks of personal use of cannabis. This general misunderstanding has retarded rational reconsideration of the current policy that prohibits the personal use of cannabis. The current policy has caused what we consider to be wrongful violations of human rights. Basically from what report on several online sources 99.9% of tests are done to foreigners not Japanese people."

Hello I've been in japan about a year now, and live near roppongi. In the past couple of weeks, police have been stopping late night/early morning revellers when they are leaving bars and clubs, and asking them to provide urine samples. Essentially they are testing for drug use/abuse. Whilst i have nothing to hide, i cant help but think this is an invasion of my personal liberty/human rights. It also concerns me that things are quite easily added to drinks without people knowing much about it. its not much surprise, that out of the 40 or 50 that i saw being pulled on fri night, all bar one were gaijin. I just wondered if they are within their rights to be doing this? thanks...

It's confirmed. Called Asabu Police Station today (03-3479-0110(??)) in Roppongi and talked to an officer Teshima. He admitted that yes, they are carrying out urine tests on people. He denied that they were targeting foreigners, but he refused to divulge what sort of criteria they use to select their testees. Separate blog entry on this by midnight tonight. Arudou Debito ... My whole life, marijuana has been illegal enough to slightly inconvenience would-be smokers, but barely more. The consensus tends to be that it's much less harmful than alcohol, an excellent appetite-inducement tool for those going through chemotherapy, and a good alternative to opiate painkillers. This is not the case in Japan, where four students at my school were just arrested, and will likely be imprisoned and later deported, for marijuana possession. The others won’t get the motivation because of the paranoia level (price and risks..) *THIS IS VERY IMPORTANT* Don’t cary any weed on you if you plan to buy things from a head shop. Head shops are pretty common in Japan, but it’s also common for the police to be waiting right outside, and trust me, they do search you. – Overall, buying weed in Tokyo is possible. About the law, you can make an anonimous call to the police from a phone booth and they will answer all your questions. However, as far as I know, you won't get arrested just for failing to report that a friend is carrying marijuana. That said, if you two live together and if the police finds marijuana in his drawer, that would mean they found it in "your house". If he is arrested for carrying marijuana in Japan, that means he will practically be banned from the society, loosing his job and all, which eventually will affect your household income and reputation.

If he gets a criminal record, he can be restricted from traveling abroad in the future, which means he can't be with you for any of your home-comings. A student can get arrested for marijuana and not only his school but the name of his club activity will appear on the papers (and I'm not talking about the recent news. I've seen articles like that so many times). You never know how your name can end up next to his. Some people in Japan do get away with marijuana. The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy.  27% of survey participants reported using cannabis for medicinal purposes.

Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.”   Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”   ...   Visit - http://safeaccessnow.org/blog/?cat=22.

A slew of arrests for drug-related offences among elite scholars has sparked widespread indignation that more youngsters are choosing to while away their university years in a fug of marijuana smoke. While police once focused their attention on amphetamines and other stimulants, recent statistics show a dramatic increase in cases involving cannabis. In the first half of this year the number of cases in which suspects were questioned or arrested stood at 1,202, a 12% increase on the same time last year. The number of cases involving the cultivation of cannabis at home was up by almost 50%, the national police agency said. ... Arrests and reports to prosecutors for marijuana cultivation have risen fourfold over the last 10 years to 192 in 2007, according to the Kinki branch of the Ministry of Health, Labor and Welfare’s Compliance and Narcotics Division.

During 2007, police apprehended 2,373 suspects on 3,388 cannabis-related charges. Of those, 1,430 people were in their 20s, 184 aged 19 and below and 75 aged 50 and above. The Cannabis Control Law provides for up to five years’ prison for possession and seven for cultivation, but there is no formal punishment for use. However, the health ministry points out that there have been cases where smoking cannabis with a friend has been construed as joint possession, and that simple usage by no means allows people to escape the penalty. ...
