Japan - Information Japan >> Background: Map of Japan Japan (Japanese: Nihon or Nippon; formally Nippon-koku or Nihon-koku, literally the State of Japan) is an island nation in East Asia. Located in the Pacific Ocean, it lies to the east of the Sea of Japan, China, North Korea, South Korea and Russia, stretching from the Sea of Okhotsk in the north to the East China Sea and Taiwan in the south. The characters that make up Japan's name mean "sun-origin", which is why Japan is sometimes referred to as the "Land of the Rising Sun". Japan is an archipelago of 6,852 islands. The four largest islands are Honsh?, Hokkaid?, Ky?sh? and Shikoku, together accounting for ninety-seven percent of Japan's land area. Japan has the world's tenth-largest population, with over 127 million people. The Greater Tokyo Area, which includes the de facto capital city of Tokyo and several surrounding prefectures, is the largest metropolitan area in the world, with over 30 million residents.

Archaeological research indicates that people lived in Japan as early as the Upper Paleolithic period. The first written mention of Japan is in Chinese history texts from the 1st century AD. Influence from other nations followed by long periods of isolation has characterized Japan's history. In the late 19th and early 20th centuries, victory in the First Sino-Japanese War, the Russo-Japanese War and World War I allowed Japan to expand its empire during a period of increasing militarism. The Second Sino-Japanese War of 1937 expanded into part of World War II in 1941, which came to an end in 1945 following the atomic bombings of Hiroshima and Nagasaki. Since adopting its revised constitution in 1947, Japan has maintained a unitary constitutional monarchy with an emperor and an elected parliament called the Diet. A major economic power,[2] Japan has the world's third-largest economy by nominal GDP and fourth-largest economy by purchasing power parity. It is also the world's fourth-largest exporter and fourth-largest importer. Although Japan has officially renounced its right to declare war, it maintains a modern military force in self-defense and peacekeeping roles. After Singapore, Japan has the lowest homicide rate (including attempted homicide) in the world.[10] According to both UN and WHO estimates, Japan has the longest life expectancy of any country in the world. According to the UN, it has the third lowest infant mortality rate.[11][12]

Japan - Resource, Org; local CANNABIS SITUATION AROUND THE WORLD | In France it is called Chanvre; in Spain Cáñamo' in Russia Konoplya; in China Tal Ma; in Hungary Kender. It has many other names. Cannabis is illegal almost everywhere. In many countries there is what appears to be decriminalisation for personal possession of small amounts, but this is largely due to the ineffectiveness of the law and the inability of the police to cope. Nevertheless you can be arrested for small amounts, even on suspicion, and will be fined or imprisoned for selling, almost everywhere. Some countries even KILL people for it.

JAPAN | Although criminalised in Japan by the post World War II occupying US administration in 1948, marijuana never completely went away. Successive US-friendly Japanese governments have demonised marijuana, describing all use of marijuana as "drug abuse" and claiming that cannabis use can cause mental illness, mood swings, hallucinations and threats of violence to others. Most people in Japan believe that marijuana is a narcotic and are unaware that this same "dangerous" substance is the familiar crop that has been growing all over Japan for over 2,000 years. Every year in Japan, over a million wild cannabis plants are destroyed by narcotics agents. Cannabis was for centuries part of Japan's culture and was used for everyday fibres and fabrics as well as for sacred rituals.

To this day, the Emperor wears hemp clothes on some religious occasions. Possession of cannabis can bring prison sentences of up to 5 years and cultivating or trading in cannabis can bring prison sentences of up to 7 years. (Most arrests for possession for personal use result in suspended sentences which are strictly imposed in the event of re-arrest.) In 1995, 1,555 people were arrested under the Cannabis Control Act, a drop from the previous year's figure of 2,103. The falling number of arrests is likely a reflection of the police focussing on the widespread use (by injection) of amphetamines.

There has been a growing re-legalisation movement since the early 1970s. Hemp stores around Japan are doing a good trade in hemp products and smoking paraphernalia, spreading more balanced information on the value of the marijuana plant and the harm caused by prohibition. The medical marijuana movement is beginning to bloom there, too. Japan - Resource, Org; local Hempen culture in Japan | Cannabis Cultu... Cannabis culture was suppressed and banned by US occupying forces after World War II, and today most Japanese don't realize that "marijuana" is the same ... | Marijuana and hemp are emerging from the shadows to greet the future in the Land of the Rising Sun. Cannabis has been an integral part of Japanese culture since the beginnings of its history. Cannabis is a sacred herb to the religion of Shinto, and was also used and praised by ancient Zen poets and Buddhist monks. Cannabis culture was suppressed and banned by US occupying forces after World War II, and today most Japanese don't realize that "marijuana" is the same plant as cannabis, which was once as much a part of Japanese culture as rice.

Yet now Japanese cannabis culture is making a comeback. Many Japanese youths have learned to enjoy marijuana while travelling overseas, while farmers and universities are researching and experimenting with industrial hemp. Activists and scholars are educating the Japanese people about cannabis' history and beneficial uses, and more Japanese are seeing the prohibition of cannabis as part of unwelcome American influence ... . . . and . . .

International law

Marijuana is in Schedule IV of the Single Convention on Narcotic Drugs, making it subject to special restrictions. Article 2 provides for the following, in reference to Schedule IV drugs:

A Party shall, if in its opinion the prevailing conditions in its country render it the most appropriate means of protecting the public health and welfare, prohibit the production, manufacture, export and import of, trade in, possession or use of any such drug except for amounts which may be necessary for medical and scientific research only, including clinical trials therewith to be conducted under or subject to the direct supervision and control of the Party.

This provision, while apparently providing for the limitation of marijuana to research purposes only, also seems to allow some latitude for nations to make their own judgments. The official Commentary on the Single Convention indicates that Parties are expected to make that judgment in good faith. Japan - Resource, Org; local - CANNABIST We are CANNABIST, a non-profit citizen activist organization located here in Tokyo, calling for decriminalization of personal use of cannabis in Japan. The recent worldwide public debates over the policies related to cannabis has been gaining momentum in support of decriminalization, backed by scientific evidence and viewpoints of human rights. CANNABIST consists of 3000 members unified by a shared desire to bring an end to the widespread general misunderstanding among the Japanese public regarding the risks of personal use of cannabis. This general misunderstanding has retarded rational reconsideration of the current policy that prohibits the personal use of cannabis. The current policy has caused what we consider to be wrongful violations of human rights. There have been over one thousand arrests each year, and those who have been arrested have been subjects to often severely strict punishments completely disproportional, and uncalled for, considering the fact that personal use of cannabis only poses more or less equivalent risks as compared to tobacco and alcohol in terms of personal health and overall safety of the general public. >> Visit: www.cannabist.org/

Japan - Resource, Org; local Japanese cops hassling foreigners on the street for urine drug tests Posted by Cory Doctorow, July 1, 2009 | Francisco sez, "Few weeks ago Japan Police started to take random drug tests to foreigners on the streets of Shibuya and Roppongi. Basically from what report on several online sources 99.9% of tests are done to foreigners not Japanese people."

Hello I've been in japan about a year now, and live near roppongi. In the past couple of weeks, police have been stopping late night/early morning revellers when they are leaving bars and clubs, and asking them to provide urine samples. Essentially they are testing for drug use/abuse. Whilst i have nothing to hide, i cant help but think this is an invasion of my personal liberty/human rights. It also concerns me that things are quite easily added to drinks without people knowing much about it. its not much surprise, that out of the 40 or 50 that i saw being pulled on fri night, all bar one were gaijin. I just wondered if they are within their rights to be doing this? thanks...

It's confirmed. Called Asabu Police Station today (03-3479-0110(??)) in Roppongi and talked to an officer Teshima. He admitted that yes, they are carrying out urine tests on people. He denied that they were targeting foreigners, but he refused to divulge what sort of criteria they use to select their testees. Separate blog entry on this by midnight tonight. Arudou Debito ... Japan - Resource, Org; local Japan's Inane Marijuana Policy - Shack in Japan | November 17, 2008 - Japan's Inane Marijuana Policy. | I come from San Francisco and go to school in Portland. My whole life, marijuana has been illegal enough to slightly inconvenience would-be smokers, but barely more. The consensus tends to be that it's much less harmful than alcohol, an excellent appetite-inducement tool for those going through chemotherapy, and a good alternative to opiate painkillers. This is not the case in Japan, where four students at my school were just arrested, and will likely be imprisoned and later deported, for marijuana possession. I received an "urgent" email from Waseda in my inbox today, and on clicking it, I was presented with the following on the student web portal: ...

Warning Against Illegal Drug Usage. | As has been widely reported by the mass media, many people have recently been arrested for involvement with illegal drugs. For the younger generation, especially university students, there is a great temptation to engage in drug-related activity. This has become an extremely serious social issue, partly because the smoking of cannabis (or marijuana) is so easily done, no special devices or equipment being necessary for its recreational use – it is simply smoked like a cigarette ... I’ve been caugh smoking weed, i can tell you that cops don’t let you go so easy, but “luckly” my weed was some fake weed, and they let me go… but it was a very very very unhappy evening. Be caryfull if you smoke in park or anywhere else outside, ’cause if someone see you, he will call police immidiatly..

Law Enforcement: The main thing is that the police have to ask to search you. If you say no they can’t do anything. It’s not good to drive because they can stop your car and get your license number. walk, take a taxi, or the subway. Don’t let them search you or look at your passport. Just say No! and walk away. They might try to strong arm you but do not let them search you. If you are under arrest you will be in handcuffs otherwise walk away. Cops are really cracking down. Shibuya is still available but is VERY creepy. There was a pretty big bust about a week ago. another reporter added: “The Japanese law is a lot worse than it is said to be- for one, you are guilty until proven innocent. The number of cops is insane, and they’re always looking to bust anyone who looks white (no joke, the police is quite racist.)” Where to buy Marijuana in Tokyo: Since law enforcement is so tight in Tokyo, you should be very careful with street purchases. However, if you are set on making a purchase, try going to SHIBUYA (Tokyo shopping and entertainment district) and talk to the middle-easterns standing by the corner of jewelry shop across SAKURAYA. they got some weed for sure, but quality varies. When you buy, have a look through fillers can be found in the sacks on occasion. Marijuana cannot be found anywhere but hash is pretty easy to score.

Our most recent report is: “Shibuya- Shibuya is growing more dangerous everyday, people just keep gettin caught. Don’t trust the Arabs, the police watch their every move. If you do decide to buy from an Arab there, the hashish and weed price is 4,000/5,000 yen. They will usually take your cell phone number, and call you with a meeting place. If you buy from them, get the fuck out of Shibuya as soon as the deal is closed, avoiding major streets. Roppongi- You can get weed from almost any black club owner in Roppongi, slightly safer than buying from the Shibuya dealers, but still extremely risky. Prices here are more expensive, usually 5,000/6,000 yen.” an also: “You can get weed in hash (brick) form in Shibuya (NOT SAFE AT ALL) Ebisu (safer) and Ropongi These are the hotspots, and there are many headshops everywhere. The dealers all look middle eastern and just stand around.” and :”Kingston bar in roppongi, safe, ask the waitress (actually its a woman), then she will give you the stuff. Don’t buy anything in the street!!!” and: “Now, Roppongi mostly, although it’s filled with cops all night so be really careful. It’s risky to ask people, and even more when they’re japanese : they’re cool people but once you slip out of their “system” they can easily go talk to some cops about “how weird the stranger who just asked me for drugs looks”. The other way of finding marijuana is by “knowing” people. In Tokyo, it’s all about contacts and meeting people even if it doesn’t seem so : you build yourself not a reputation but a list of persons to call.”

Tokyo Marijuana Prices: Good Hydro: 4,000- 7,000yen per gram depending on connections. Nothing special, but works: 3,000- 5,500yen per gram again depending on connections. Hash: 5,000yen pretty stable and close to this price. If you buy 4 or 5 grams, sometimes you can get a small discount. It is recommended to do so – not for the fiscal reasons but because the more you buy at one time, the less you have to go there. another report noted: “Expensive : For weed, the good one you can find around bars in Roppongi: 7000-6000 yen the first times 5000-4000 yen (not less) once you get to know the guy you’re doing business with. If you “know” people, you can get hashish for really good prices and the more you’ll come back to your dealer the better the quality will get.” Brands: Marijuana brands in Japan are varied, and you may find imported Pot from Amsterdam (expensive), as well as local weed. You will probably (not to say always) get bad stuff the first time, unless you push the man a little bit with something like “give me a good one, man”. By bad stuff I mean mostly old weed (you know, the one that doesn’t smell and leaves a bad bitter taste in your mouth). But then, if you come back, and if the guy likes you (if it’s a woman, be charming) he may start to give you some really good stuff. But you’re never sure. Sometimes, you’re not lucky and sometimes you thank god for the weed he granted you.

More information: Don’t smoke in public… Just don’t. It’s not worth it unless you’re sure that you’re in a totally safe place. In Tokyo, you’re almost always watched (…density…) but if you start losing yourself inside the small streets where only japanese “salary-man” go for work, you can sit and VERY dicreetly and silently lit up you joint (which you will hide behind your hand so that people don’t see the shape of it when you don’t smoke). There are parks everywhere but they’re guarded (I mean there’ll always be at some point a man on duty telling you that you can’t be here) Roll up “cigarette sized joints” if you really want to smoke in a park. Enjoy your smoking, and be careful. In Tokyo, only REAL smokers can smoke. The others won’t get the motivation because of the paranoia level (price and risks..) *THIS IS VERY IMPORTANT* Don’t cary any weed on you if you plan to buy things from a head shop. Head shops are pretty common in Japan, but it’s also common for the police to be waiting right outside, and trust me, they do search you. – Overall, buying weed in Tokyo is possible. But, it’s expensive and very risky. >> Learn more >>

Cannabis's accepted medical use in the United States is increasingly recognized by health care professionals and the medical community, including the Institute of Medicine. Numerous medical organizations support legal access to cannabis for medicinal purposes. A new medical journal released in 2001 focuses on the medicinal use of cannabis and cannabinoids. National clinical conferences on the medicinal use of cannabis have been held in the United States in 2000 and 2002 and are scheduled to continue on a biennial basis. Most importantly, data on the number of physicians currently recommending therapeutic marijuana use to their patients demonstrate its acceptance by the medical community in the United States.

The most significant evidence of marijuana’s acceptance by the medical community in the United States consists of data on the number of physicians currently recommending marijuana medical use by their patients: "By any reasonable definition, marijuana has "currently accepted medical use in treatment in the United States."   ...   Visit - http://www.drugscience.org/amu/amu_medprof.html.

About the law, you can make an anonimous call to the police from a phone booth and they will answer all your questions. However, as far as I know, you won't get arrested just for failing to report that a friend is carrying marijuana. That said, if you two live together and if the police finds marijuana in his drawer, that would mean they found it in "your house". If he is arrested for carrying marijuana in Japan, that means he will practically be banned from the society, loosing his job and all, which eventually will affect your household income and reputation.

Ogasawara, a 34 year old Tokyo businessman, was diagnosed with multiple sclerosis five years ago. Senate approves medical marijuana bill - Monday, December 15, 2008 | TRENTON BUREAU: A Senate committee today cleared a measure that would allow medical use of marijuana in New Jersey. The Senate Health, Human Services and Senior Citizens Committee voted to approve the long-stalled bill by a 6 to 1 margin; two senators abstained. The bill calls for creating “alternative treatment centers” where people with chronic and terminal diseases would be allowed access to marijuana. Supporters say marijuana is a viable treatment option to alleviate pain in many cases.

“It is the definition of basic human decency that we do whatever we can to ease the pain and suffering of people living with severe chronic and terminal diseases,” said bill sponsor Sen. Nicholas Scutari, D-Union. “When all other avenues of currently-approved pain relief have been exhausted, we need to give doctors the freedom to prescribe medical marijuana to give their patients a measure of comfort and dignity in the face of their debilitating diseases. This bill is about the most humane, compassionate option for those state residents who have nowhere else to turn in managing their illnesses.”

If ultimately approved by the full Legislature and signed by Governor Corzine, New Jersey would be the 14th state to allow medical use of marijuana.   ...   Visit - https://www.icmag.com/ic/showthread.php?t=106356.

The study, which was conducted over a two year period and included 775 patients from the USA, Africa, and Puerto Rico, assessed the use of cannabis as a symptom management approach for anxiety, depression, fatigue, diarrhea, nausea, and peripheral neuropathy.  27% of survey participants reported using cannabis for medicinal purposes.

Researchers wrote that cannabis use “was rated slightly more effective than antidepressants for anxiety and depression, Imodium for diarrhea, [over the counter] (OTC) medications for fatigue, and anti-epileptics and OTC medications for neuropathy” while cannabis was rated “slightly less effective for nausea than either prescribed or OTC medications.”   Authors concluded that cannabis “is perceived by users as at least as effective as prescribed medications in symptom management.”   ...   Visit - http://safeaccessnow.org/blog/?cat=22.

Japan - Resource, Org; local Japan frets over growing marijuana problem - Justin McCurry in Tokyo - guardian.co.uk, 3 November 2008 (Article, history) | The revelation that students at the country's most prestigious seats of learning enjoy an occasional joint is hardly the stuff of headlines - unless that country is Japan. Judging by recent coverage, Japan is in the midst of a marijuana epidemic that is ensnaring everyone from students to suburban housewives and sumo wrestlers.

A slew of arrests for drug-related offences among elite scholars has sparked widespread indignation that more youngsters are choosing to while away their university years in a fug of marijuana smoke. While police once focused their attention on amphetamines and other stimulants, recent statistics show a dramatic increase in cases involving cannabis. In the first half of this year the number of cases in which suspects were questioned or arrested stood at 1,202, a 12% increase on the same time last year. The number of cases involving the cultivation of cannabis at home was up by almost 50%, the national police agency said. ... Japan - Resource, Org; local Japan grappling with cannabis crisis - The Mainichi Daily News | From university students to sumo wrestlers, celebrities and professional sportsmen, the number of cannabis users is on the rise and showing no signs of slowing. Arrests and reports to prosecutors for marijuana cultivation have risen fourfold over the last 10 years to 192 in 2007, according to the Kinki branch of the Ministry of Health, Labor and Welfare’s Compliance and Narcotics Division.

During 2007, police apprehended 2,373 suspects on 3,388 cannabis-related charges. Of those, 1,430 people were in their 20s, 184 aged 19 and below and 75 aged 50 and above. The Cannabis Control Law provides for up to five years’ prison for possession and seven for cultivation, but there is no formal punishment for use. However, the health ministry points out that there have been cases where smoking cannabis with a friend has been construed as joint possession, and that simple usage by no means allows people to escape the penalty. ... Japan - Resource, Org; local Japan's “growing marijuana problem” | For the past few weeks, the Japanese media has been treating a handful of cases involving the cultivation/possession of marijuana by students at some of Japan’s top universities as major national news. Three of those arrested in the last week were Waseda University students, prompting a public apology from the school’s administrators The university has decided to conduct a survey asking all of its students whether they have used cannabis, it said.

“We are sorry for causing so much trouble,” Tomoki Waragai, executive director of the university, told a press conference. The three students, who were accused of growing or importing cannabis, were given suspended sentences in court. Japan - Resource, Org; local Widespread marijuana use in Japan | The U.S. government seems to think there is widespread marijuana use in Japan: A U.S. government report on narcotics control Friday pointed to widespread March 1st, 2009 by James The U.S. government seems to think there is “widespread” marijuana use in Japan: A U.S. government report on narcotics control Friday pointed to widespread marijuana use in Japan, which also is mentioned as one of the largest markets for methamphetamines in Asia. The 2009 International Narcotics Control Strategy Report, issued by the U.S. Department of State, said that “marijuana use is widespread” in Japan while “methamphetamine abuse remains the biggest challenge” to the country’s antinarcotics efforts.

It seems that this claim is based on the fact that the reported number of marijuana offenses in Japan hit an all-time high (-no pun intended-) in 2008. However, before you start thinking Japan is overflowing with stoners, you might want to check and see how it compares to other places with widespread marijuana use ... Japan - Resource, Org; local Japan Shocked By Marijuana Scandals - The Huffington Post. 27 Feb 2009 | TOKYO -- Japan appears to be in the midst of a marijuana epidemic of unprecedented proportions. In the past six months alone, four sumo wrestlers have been kicked out of the sport for using the drug and a player on the national rugby team was banned for life. In addition, police have arrested a rock star and staged high-profile raids at some of the nation's top universities, arresting students and confiscating Ziploc bags full of suspicious substances.

To many non-Japanese, the thought of sumo wrestlers smoking weed to foster the munchies and pack on the pounds may seem like the punch-line of a joke. And the idea of rock stars or university students partying with illicit drugs hardly seems scandalous in celebrity circles or on university campuses. But in Japan, these incidents have shocked the nation. They received front-page coverage. And they prompted television exposes and editorials like the one in the Asahi Shimbun newspaper earlier this month that said, "Our incipient cannabis pollution must be contained at all costs." ... Japan - Resource, Org; local Homegrown marijuana problem in Japan | Japan is facing an increasing marijuana problem. The number of marijuana cases reported for the first half of this year has risen 12 percent (1,202) from last year. If this trend continues, police fear that 2008 will be a record year for marijuana cases. While this number would seem like something a small city in the United States and Europe would report, this is unprecedented in Japan. Police have said the availability of seeds on the Internet have caused many people to begin growing plants in the comfort of their own home. Japanese law prohibits the growing or possession of marijuana for recreational use. However, it is not against the law to own seeds. With seeds able to be bought so easily, and an increase of publications showing how to grow the seeds, Japan’s police are bracing themselves for a problem which they have no solution for. ... Russia - Resources US Government Says It Will Stop Interfering with Medical Marijuana | According to this article, US Attorney General Eric Holder has said that states will be allowed to make their own rules about medical marijuana, and that the US federal government will stop raiding medical marijuana dispensaries in California. (See article “Can Marijuana Help Rescue California’s Economy?”at this link) In the 1990s, several US states passed referendums which allowed marijuana to be used legally for medical purposes. In a referendum, the registered voters vote directly on the proposed law, as opposed to the law being passed by the state legislature. Thus, when these states passed these referendums, it meant that the citizens of these states really wanted medical marijuana to be made legal.

However, in a blatant disregard for democracy and the people’s will, under the Bush administration, the national government refused to accept this law, and carried out raids of the medical marijuana dispensaries.   ...   Click > here < for more.

Medical Cannabis, History - Letter: Medical Marijuana Informational Guide on Medical Cannabis | If you have ever heard of the song, “Lets Go Get Stoned,” as sung by Ray Charles or Joe Cocker, you know the lyrics were referring to getting high or using cannabis aka marijuana. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC. Medical Cannabis - Proven : Cannabis is Safe Medicine Proven : Cannabis is Safe Medicine by Ian Williams Goddard | In reaction to medical cannabis access referendums on the ballots in Arizona and California, former presidents Gerald Ford, Jimmy Carter, and George Bush signed a letter stating that they "categorically oppose'' access to cannabis for its many proven therapeutic uses such as the prevention of blindness and epileptic seizures. Their chief concern was that legal medical access would send the message that cannabis is safe. The presidents can, however, lay their safety concerns to rest because the scientific literature overwhelmingly confirms that cannabis is both an effective and safe medicine. The Cannabis Safety Profile. The journal PHARMACOLOGICAL REVIEWS reports that decades of research prove that, "Compared with legal drugs...marijuana does not pose greater risks." Yet based upon mortality statistics, we can safely conclude that cannabis is one of the safest medical drugs known, for, while prescription drugs, defined as safe by the FDA, kill up to 27,000 and aspirin up to 1,000 Americans per year, cannabis kills 0 per year.
