Registration of both patient and caregiver required for medical marijuana use; here is what you need to do:
1. Download and complete the Medical Marijuana Packet then send it, together with the following items, to the address below
2. $25.00 for first applications or $20.00 for timely renewals
3. A copy of your Alaska State Driver’s License or Identification Card.
4. A copy of your caregivers’ Alaska State Driver’s License or Identification Card.
5. A signed statement from your physician as follows:
i. Stating that the physician personally examined the patient and that the examination took place in the context of a bona-fide physician-patient relationship and setting out the date the examination occurred;
ii. Stating that the patient has been diagnosed with a debilitating medical condition;
iii. Stating that the physician has considered other approved medications and treatments that might provide relief, that are reasonably available to the patient, and that can be tolerated by the patient, and that the physician has concluded that the patient might benefit from the medical use of marijuana.
6. If the patient is a minor, an original (not photocopied) statement from the minor’s parent or legal guardian that gives consent.

Chapter 17.37. MEDICAL USES OF MARIJUANA -
Sec. 17.37.010. Registry of patients and listing of caregivers.
(a) The department shall create and maintain a confidential registry of patients who have applied for and are entitled to receive a registry identification card according to the criteria set out in this chapter.
The registry must also contain the name of the primary caregiver and the name of the alternate caregiver of a patient, if either is designated by the patient. Only one primary caregiver and one alternate caregiver may be listed in the registry for a patient. The registry and the information contained within it are not a public record under AS 40.25.100 - 40.25.220.

The Alaska Medical Marijuana law was adopted in 1998 and was later amended in 1999. The amendment required anyone seeking to use medical need as an affirmative defense for marijuana charges be registered with the state.
As with most states, the four items of requirement for application are: a registry identification application, a signed physician’s statement, a caregiver application (if necessary), and a photocopy of a valid Alaska State ID or Driver’s License for both patient and caregiver. The process must be completed annually, and if the applicant is denied he/she must wait six months to reapply. The cost of the initial application is $25 and renewals are $20.

Until recently marijuana was illeagal here in Fairbanks, but this law was overturned in 2003 and now possession of up to four ounces of marijuana is legal.
However if you are found with more than four ounces you can still face fines and some jail time.

Law enforcement: Police normally won't bother you unless you are smoking out in the open, and even then they don't pay too much attention to you.

Where to buy marijuana: Pretty much anywhere inside of the town, downtown is an especially active place for finding dealers and also by parks. Anyone who looks like a dealer probably is, so just go up to them and tell them that you are going through a dry spell and they can probably help you out.

Marijuana brands: Not too sure of the names, however most any weed you get will be excellent. I have not found any weed that I did not like. Most weed here is grown indoors so the growers can carefully control the plants and modify them to be more potent. If you get bad stuff it was probably just a fluke and when you buy again you will get quality stuff.

More information: A cool place to smoke, you can go out to the woods and smoke and no one will ever find you. Lots of places to drive when your high, and good scenery. All in all a good place to come and smoke.
There is no such thing as kind bud here because its all good. Even the not great stuff was good. I wouldn't drive while stoned though because, while pot is decriminalized here, cops hit very hard for driving while intoxicated because there are a lot of drunk drivers here. Fairbanks cops arn't too bad, but the North Pole cops have a reputation for being dicks.

The status of possessing an amount between one ounce and four ounces is unclear, pending clarification by the courts. Possession of 4 ounces or more of marijuana is a felony punishable by up to five years in prison and a fine of up to $50,000.
Possession of less than 25 plants is protected under the Alaska Constitution’s right to privacy (See Ravin v. Alaska). Possession of 25 or more marijuana plants is “Misconduct involving a controlled substance in the fourth degree” and is punishable by a fine of up to $50,000 or five years in prison.

National authorities have been continuing their activities on shutting down medical marijuana clinics and dispensaries t hroughout California in spite existing state law.The Compassionate Use Act of 1996 or the Proposition 215 permits patients having recommendations from licensed physicians or marijuana doctors to grow and acquire marijuana only or medical purposes.
However, federal law claims it is illegal to acquire, distribute, or cultivate any kind of marijuana or whatever use it may serve.For instance, a previous Morro Bay owner of a medical cannabis dispensary, Charles lynch, will be sentenced in the Los Angeles Federal Court House on March 23 for violating federal drug laws.

Alaska Legislature fails to take up marijuana laws in 2013

Once again, the Alaska Legislature has missed a chance to clear up the state's murky marijuana laws, with no marijuana policy reform bills being proposed in 2013. The Alaska Supreme Court ruled in 1975 that possession of under four ounces of marijuana in the home was protected from criminal sanction by the state constitution's right to privacy. However, in 2006, the legislature passed a bill, later signed by the governor, attempting to re-criminalize marijuana legislatively. A lawsuit challenging the new law was thrown out on procedural grounds leaving the state of the law somewhat in flux.
Rather than attempting to undermine the Alaska Supreme Court's decision, the legislature should consider regulating marijuana possession and sales in order to undercut the criminal market. As residents of a state that has shown time and again that it believes in the personal freedom of its citizens, each and every Alaskan is in a unique position to effect real change. You can start by writing letters to lawmakers to express your support for taxing and regulating marijuana.

Despite the landmark decision in Ravin v. Alaska, there were over 1,000 arrests for marijuana-related offenses in 2007, 89% of which were for simple possession. Notwithstanding the legal murkiness regarding possession in one's home, possession of one to four ounces of marijuana outside the home is a misdemeanor subject to 90 days incarceration and a fine of up to $1,000. Alaska had one of the highest statewide votes in history in favor of legalizing marijuana. In 2004, Ballot Measure 2 received 44.25% of the vote. Support would almost certainly be higher today, so ask your legislator to introduce legislation to tax and regulate marijuana in Alaska.

JUNEAU, AK - The American Civil Liberties Union of Alaska announced today that it has submitted a letter to the state attorney general's office requesting public acknowledgment of the continued validity of the state's medical marijuana law. The letter comes after newly appointed Alaska Attorney General David W. Márquez last week announced that the state's medical marijuana law was under review and could be declared inoperative following the U.S. Supreme Court decision in Gonzales v. Raich.

If you have ever heard of the song, “Lets Go Get Stoned,” as sung by Ray Charles or Joe Cocker, you know the lyrics were referring to getting high or using cannabis aka marijuana. This mind altering drug goes by other names as well; names such as weed, pot, joint, blunt, hash and mary jane are quite common among users. Cannabis is a plant that contains a chemical called cannabinoids or cannabinolidic acids.
Another substance that is found in cannabis is THC, or Tetrahydrocannabinol, which gives the users that “high” sensation. When speaking of marijuana, the actual substance used in creating the high feeling comes from the leaves and flowering tops of the cannabis plant. Marijuana is considered to be a schedule 1 controlled substance today, because of the THC, which can be highly potent, depending upon the concentration factor of the THC.

1. Since 1996, twelve states have legalized medical marijuana use: AK, CA, CO, HI, ME, MT, NV, NM, OR, RI, VT, and WA. Eight of the twelve did so through the initiative process. Hawaii's law was enacted by the legislature and signed by the governor in 2000, Vermont's was enacted by the legislature and passed into law without the governor's signature in May 2004, Rhode Island's was passed into law over the governor's veto in January 2006, and New Mexico's legislation was signed into law by Governor Bill Richardson on April 2, 2007.
