Senate File 266 would have authorized qualified patients to use medical marijuana and it have would allowed licensed facilities to dispense it. The bill received subcommittee approval on Thursday, February 24, but it was not acted on by the Senate Human Resources Committee. Clel Baudler (R-Greenfield), after embarrassingly highlighting his fraudulent misrepresentation to a California physician to get a medical marijuana recommendation, sponsored HSB 4, which passed a subcommittee vote on January 31, and will advance to the full House Public Safety Committee. This bill would place marijuana only in Schedule I, removing the Board’s ability to make medical marijuana rules. The Board of Pharmacy itself introduced SSB 1016, which would place marijuana only in Schedule II, while also removing the Board’s rulemaking power. It is now in the Senate Human Resources Committee. Senator Joe Bolkcom (D-Iowa City) is expected to introduce a full, effective medical marijuana bill soon. Bolkcom sponsored S.F. 293, effective medical marijuana legislation based on MPP’s model bill, and in March 2009, it received a substantive subcommittee meeting. Tom Courtney (D-Burlington) introduced a medical marijuana task force bill, S.R. 115, in March 2010, that also died.
